Central Oregon is one of the fastest-growing regions in the Pacific Northwest and one of the most exposed to compounding threats. Wildfire, flooding, and the long-anticipated Cascadia Subduction Zone earthquake present risks that demand not just emergency plans, but the people, facilities, and coordinated infrastructure to execute them. For years, local, state, and federal public safety agencies have trained in silos, traveling as far as the Willamette Valley to access adequate facilities.

Set on 300 acres of high desert terrain east of the Redmond Airport, CORE3 is designed to be the most comprehensive multi-agency public safety training and emergency coordination campus in the Pacific Northwest. The facility will serve law enforcement, fire and EMS, SWAT, emergency medical technicians, cadets, and government officials across local, state, and federal agencies, providing both initial training and ongoing professional development without requiring personnel to leave the region.

The campus program is extensive and intentionally phased. Phase 1 includes an administration building, an Emergency Vehicle Operator Course (EVOC), an emergency coordination center with flexible classrooms, a fire training tower, a driver skills pad, and security infrastructure. Subsequent phases will add a Class A two-story burn building, a shoot house with reconfigurable maze, a covered gun range, urban search and rescue props, aircraft rescue and firefighting simulation areas, wildland fire training, an EMT lab, SWAT rappelling and roof training structures, train car derailment props, vehicle extrication areas, and a fire drafting pit for pump certification. Groundbreaking is anticipated for 2027, following Phase 1 design and engineering funded in part by nearly $10 million in state capital construction funds secured in 2025.
